What to do in case of technological & accidental hazards

Technological & Accidental Hazards

Technological & Accidental Hazards include technological hazards such as nuclear power plant failures and hazardous materials incidents. Usually, little or no warning precedes these disasters.

Unfortunately, the number of potential accidental disasters is escalating due to the increased number of new substances and the opportunities for human error while using these materials.

Learn what actions to include in your family disaster plan to prepare for and respond to such incidents. For example, in your own home, you can learn how to use, store and dispose of household chemicals in a manner that will reduce the potential for injury to people and the environment.

Blackouts

Be prepared for blackoutsThe biggest Blackout in U.S. history occurred on August 14, 2003, leaving roughly 50 million people without power. Blackouts can happen anywhere, and to anyone, so being prepared is important.

Before a Blackout

To prepare for a blackout you should do the following:

  • To begin preparing, you should build an emergency kit and make a family communications plan.
  • Follow energy conservation measures to keep the use of electricity as low as possible, which can help power companies avoid imposing rolling blackouts.
  • Fill plastic containers with water and place them in the refrigerator and freezer if there's room. Leave about an inch of space inside each one, because water expands as it freezes. This chilled or frozen water will help keep food cold during a temporary power outage, by displacing air that can warm up quickly with water or ice that keeps cold for several hours without additional refrigeration.
  • Be aware that most medication that requires refrigeration can be kept in a closed refrigerator for several hours without a problem. If unsure, check with your physician or pharmacist.
  • Keep your car tank at least half full because gas stations rely on electricity to power their pumps.
  • Know where the manual release lever of your electric garage door opener is located and how to operate it. Garage doors can be heavy, so know that you may need help to lift it.
  • Keep a key to your house with you if you regularly use the garage as the primary means of entering your home, in case the garage door will not open.

During a Blackout

  • Use only flashlights for emergency lighting. NEVER use candles during a blackout or power outage due to extreme risk of fire.
  • Keep refrigerator and freezer doors closed to keep your food as fresh as possible. If you must eat food that was refrigerated or frozen, check it carefully for signs of spoilage. •Turn off or disconnect appliances, equipment (like air conditioners) or electronics in use when the power went out. Power may return with momentary "surges” or “spikes” that can damage computers as well as motors in appliances like the air conditioner, refrigerator, washer or furnace.
  • Do not run a generator inside a home or garage.
  • Do not connect a generator to a home's electrical system. If you use a generator, connect the equipment you want to run directly to the outlets on the generator.
  • Listen to local radio and to a battery- or generator-powered television for updated information.
  • Leave on one light so that you'll know when your power returns.
  • Use a standard telephone handset, cellular phone, radio or pager if your phone requires electricity to work, as do cordless phones and answering machines. Use the phone for emergencies only. Listen to a portable radio for the latest information.
  • Do not call 9-1-1 for information—call only to report a life-threatening emergency. Use the phone for life-threatening emergencies only.
  • Take steps to remain cool if it is hot outside. In intense heat when the power may be off for a long time, consider going to a movie theater, shopping mall or “cooling shelter” that may be open in your community. If you remain at home, move to the lowest level of your home, since cool air falls. Wear lightweight, light-colored clothing. Drink plenty of water, even if you do not feel thirsty.
  • Put on layers of warm clothing if it is cold outside. Never burn charcoal for heating or cooking indoors. Never use your oven as a source of heat. If the power may be out for a prolonged period, plan to go to another location (the home of a relative or friend, or a public facility) that has heat to keep warm.
  • Provide plenty of fresh, cool water for your pets.
  • Eliminate unnecessary travel, especially by car. Traffic signals will stop working during an outage, creating traffic congestion.
  • Remember that equipment such as automated teller machines (ATMs) and elevators may not work during a power outage.

After a Blackout

Throw out unsafe food:

  • Throw away any food that has been exposed to temperatures 40° F (4° C) for 2 hours or more or that has an unusual odor, color or texture. When in doubt, throw it out!
  • Never taste food or rely on appearance or odor to determine its safety. Some foods may look and smell fine, but if they have been at room temperature too long, bacteria causing food-borne illnesses can start growing quickly. Some types of bacteria produce toxins that cannot be destroyed by cooking.
  • If food in the freezer is colder than 40° F and has ice crystals on it, you can refreeze it.
  • If you are not sure food is cold enough, take its temperature with the food thermometer. Throw out any foods (meat, poultry, fish, eggs and leftovers) that have been exposed to temperatures higher than 40° F (4° C) for 2 hours or more, and any food that has an unusual odor, color or texture, or feels warm to touch.

To protect yourself, it is important to understand the basic characteristics of fire. Fire spreads quickly; there is no time to gather valuables or make a phone call. In just two minutes, a fire can become life-threatening. In five minutes, a residence can be engulfed in flames.

Heat and smoke from fire can be more dangerous than the flames. Inhaling the super-hot air can sear your lungs. Fire produces poisonous gases that make you disoriented and drowsy. Instead of being awakened by a fire, you may fall into a deeper sleep. Asphyxiation is the leading cause of fire deaths, exceeding burns by a three-to-one ratio.

Fire is FAST!

There is little time! In less than 30 seconds a small flame can get completely out of control and turn into a major fire. It only takes minutes for thick black smoke to fill a house or for it to be engulfed in flames. Most deadly fires occur in the home when people are asleep. If you wake up to a fire, you won't have time to grab valuables because fire spreads too quickly and the smoke is too thick. There is only time to escape.

Fire is HOT!

Heat is more threatening than flames. A fire's heat alone can kill. Room temperatures in a fire can be 100 degrees at floor level and rise to 600 degrees at eye level. Inhaling this super-hot air will scorch your lungs. This heat can melt clothes to your skin. In five minutes, a room can get so hot that everything in it ignites at once: this is called flashover.

Fire is DARK!

Fire isn't bright, it's pitch black. Fire starts bright, but quickly produces black smoke and complete darkness. If you wake up to a fire you may be blinded, disoriented and unable to find your way around the home you've lived in for years.

Fire is DEADLY!

Smoke and toxic gases kill more people than flames do. Fire uses up the oxygen you need and produces smoke and poisonous gases that kill. Breathing even small amounts of smoke and toxic gases can make you drowsy, disoriented and short of breath. The odorless, colorless fumes can lull you into a deep sleep before the flames reach your door. You may not wake up in time to escape.

Only when we know the true nature of fire can we prepare our families and ourselves.

Create and Practice a Fire Escape Plan

In the event of a fire, remember that every second counts, so you and your family must always be prepared. Escape plans help you get out of your home quickly.

Twice each year, practice your home fire escape plan. Some tips to consider when preparing this plan include:

  • Find two ways to get out of each room.
  • If the primary way is blocked by fire or smoke, you will need a second way out. A secondary route might be a window onto a neighboring roof or a collapsible ladder for escape from upper story windows.
  • Only purchase collapsible ladders evaluated by a nationally recognized laboratory, such as Underwriters Laboratory (UL).
  • Make sure that windows are not stuck, screens can be taken out quickly, and that security bars can be properly opened.
  • Practice feeling your way out of the house in the dark or with your eyes closed.
  • Windows and doors with security bars must have quick release devices to allow them to be opened immediately in an emergency. Make sure everyone in the family understands and practices how to properly operate and open locked or barred doors and windows.
  • Teach children not to hide from firefighters.

During a Fire

  • Crawl low under any smoke to your exit - heavy smoke and poisonous gases collect first along the ceiling.
  • When the smoke alarm sounds, get out fast. You may have only seconds to escape safely.
  • If there is smoke blocking your door or first way out, use your second way out.
  • Smoke is toxic. If you must escape through smoke, get low and go under the smoke to your way out.
  • Before opening a door, feel the doorknob and door. If either is hot, leave the door closed and use your second way out.
  • If there is smoke coming around the door, leave the door closed and use your second way out.
  • If you open a door, open it slowly. Be ready to shut it quickly if heavy smoke or fire is present.
  • If you can’t get to someone needing assistance, leave the home and call 9-1-1 or the fire department. Tell the emergency operator where the person is located.
  • If pets are trapped inside your home, tell firefighters right away.
  • If you can’t get out, close the door and cover vents and cracks around doors with cloth or tape to keep smoke out. Call 9-1-1 or your fire department. Say where you are and signal for help at the window with a light-colored cloth or a flashlight.
  • If your clothes catch fire, stop, drop, and roll – stop immediately, drop to the ground, and cover your face with your hands. Roll over and over or back and forth until the fire is out. If you or someone else cannot stop, drop, and roll, smother the flames with a blanket or towel. Use cool water to treat the burn immediately for 3 to 5 minutes. Cover with a clean, dry cloth. Get medical help right away by calling 9-1-1 or the fire department.

After a Fire

Recovering from a fire can be a physically and mentally draining process. When fire strikes, lives are suddenly turned around. Often, the hardest part is knowing where to begin and who to contact.

The following checklist serves as a quick reference and guide for you to follow after a fire strikes.

  • Contact your local disaster relief service, such as The Red Cross, if you need temporary housing, food and medicines.
  • If you are insured, contact your insurance company for detailed instructions on protecting the property, conducting inventory and contacting fire damage restoration companies. If you are not insured, try contacting private organizations for aid and assistance.
  • Check with the fire department to make sure your residence is safe to enter. Be watchful of any structural damage caused by the fire.
  • The fire department should see that utilities are either safe to use or are disconnected before they leave the site. DO NOT attempt to reconnect utilities yourself.
  • Conduct an inventory of damaged property and items. Do not throw away any damaged goods until after an inventory is made.
  • Try to locate valuable documents and records. Refer to information on contacts and the replacement process inside this brochure.
  • If you leave your home, contact the local police department to let them know the site will be unoccupied.
  • Begin saving receipts for any money you spend related to fire loss. The receipts may be needed later by the insurance company and for verifying losses claimed on income tax.
  • Notify your mortgage company of the fire.
  • Check with an accountant or the Internal Revenue Service about special benefits for people recovering from fire loss.

Hazardous Materials Incident

Many communities have Local Emergency Planning Committees (LEPCs) whose responsibilities include collecting information about hazardous materials in the community and making this information available to the public upon request. The LEPCs also are tasked with developing an emergency plan to prepare for and respond to chemical emergencies in the community. Ways the public will be notified and actions the public must take in the event of a release are part of the plan.

Contact the LEPCs to find out more about chemical hazards and what needs to be done to minimize the risk to individuals and the community from these materials. Your local emergency management office can provide contact information on the LEPCs. Find your state office or agency of emergency management

The following are things you can do to protect yourself, your family and your property from the effects of a hazardous materials incident:

  • Build an Emergency Supply Kit, which includes items like non-perishable food, water, a battery-powered or hand-crank radio, extra flashlights and batteries. You should add plastic sheeting, duct tape and scissors to the kit in order be better prepared for a hazardous materials incident. You may want to prepare a portable kit and keep it in your car in case you are told to evacuate.
  • Make a Family Emergency Plan. Your family may not be together when disaster strikes, so it is important to know how you will contact one another, how you will get back together and what you will do in case of an emergency.

During a Hazardous Materials Incident

Listen to local radio or television stations for detailed information and instructions. Follow the instructions carefully. You should stay away from the area to minimize the risk of contamination. Remember that some toxic chemicals are odorless.

Stay tuned to a radio or television for information on evacuation routes, temporary shelters, and procedures.

Follow the routes recommended by the authorities--shortcuts may not be safe. Leave at once.

If you have time, minimize contamination in the house by closing all windows, shutting all vents, and turning off attic fans.

Take pre-assembled disaster supplies.

Remember to help your neighbors who may require special assistance--infants, elderly people and people with access and functional needs.

Caught Outside

Stay upstream, uphill, and upwind! In general, try to go at least one-half mile (usually 8-10 city blocks) from the danger area. Move away from the accident scene and help keep others away.

Do not walk into or touch any spilled liquids, airborne mists, or condensed solid chemical deposits. Try not to inhale gases, fumes and smoke. If possible, cover mouth with a cloth while leaving the area.

Stay away from accident victims until the hazardous material has been identified.

In a motor vehicle

Stop and seek shelter in a permanent building. If you must remain in your car, keep car windows and vents closed and shut off the air conditioner and heater.

Requested to stay indoors

Bring pets inside.

Close and lock all exterior doors and windows. Close vents, fireplace dampers, and as many interior doors as possible.

Turn off air conditioners and ventilation systems. In large buildings, set ventilation systems to 100 percent recirculation so that no outside air is drawn into the building. If this is not possible, ventilation systems should be turned off.

Go into the pre-selected shelter room. This room should be above ground and have the fewest openings to the outside.

Seal gaps under doorways and windows with wet towels or plastic sheeting and duct tape.

Seal gaps around window and air conditioning units, bathroom and kitchen exhaust fans, and stove and dryer vents with duct tape and plastic sheeting, wax paper or aluminum wrap.

Use material to fill cracks and holes in the room, such as those around pipes.

If gas or vapors could have entered the building, take shallow breaths through a cloth or a towel. Avoid eating or drinking any food or water that may be contaminated.

After a Hazardous Materials Incident

The following are guidelines for the period following a hazardous materials incident:

  • Go to a designated public shelter if you have been told to evacuate or you feel it is unsafe to remain in your home. Text SHELTER + your ZIP code to 43362 (4FEMA) to find the nearest shelter in your area (example: shelter 12345).
  • Act quickly if you have come in to contact with or have been exposed to hazardous chemicals.
  • Follow decontamination instructions from local authorities. You may be advised to take a thorough shower or you may be advised to stay away from water and follow another procedure.
  • Seek medical treatment for unusual symptoms as soon as possible.
  • Place exposed clothing and shoes in tightly sealed containers. Do not allow them to contact other materials. Call local authorities to find out about proper disposal.
  • Advise everyone who comes in to contact with you that you may have been exposed to a nal helptoxic substance.
  • Listen to local radio or television stations for the latest emergency information.
  • Help a neighbor who may require special assistance - infants, elderly people and people with access and functional needs. People who care for them or who have large families may need additional help.
  • Return home only when authorities say it is safe. Open windows and vents and turn on fans to provide ventilation.
  • Find out from local authorities how to clean up your land and property.
  • Report any lingering vapors or other hazards to your local emergency services office


  • Household Chemical Emergencies

    Nearly every household uses products containing hazardous materials or chemicals. Although the risk of a chemical accident is slight, knowing how to handle these products and how to react during an emergency can reduce the risk of injury.

    The following are guidelines for buying and storing hazardous household chemicals safely:

    • Buy only as much of a chemical as you think you will use. Leftover material can be shared with neighbors or donated to a business, charity or government agency. For example, excess pesticide could be offered to a greenhouse or garden center and theater groups often need surplus paint. Some communities have organized waste exchanges where household hazardous chemicals and waste can be swapped or given away.
    • Keep products containing hazardous materials in their original containers and never remove the labels unless the container is corroding. Corroding containers should be repackaged and clearly labeled.
    • Never store hazardous products in food containers.
    • Never mix household hazardous chemicals or waste with other products. Incompatibles, such as chlorine bleach and ammonia, may react, ignite or explode.
    • Follow the manufacturer’s instructors for the proper use of the household chemical.
    • Never smoke while using household chemicals.
    • Never use hair spray, cleaning solutions, paint products, or pesticides near an open flame (e.g., pilot light, lighted candle, fireplace, wood burning stove, etc.) Although you may not be able to see or smell them, vapor particles in the air could catch fire or explode.
    • Clean up any chemical spill immediately. Use rags to clean up the spill. Wear gloves and eye protection. Allow the fumes in the rags to evaporate outdoors, then dispose of the rags by wrapping them in a newspaper and placing them in a sealed plastic bag in your trash can.
    • Dispose of hazardous materials correctly. Take household hazardous waste to a local collection program. Check with your county or state environmental or solid waste agency to learn if there is a household hazardous waste collection program in your area.
    • Post the number of the emergency medical services and the poison control center by all telephones. In an emergency situation, you may not have time to look up critical phone numbers. The national poison control number is (800) 222-1222.

During a Household Chemical Emergency

Get out of the residence immediately if there is a danger of fire or explosion. Do not waste time collecting items or calling the fire department when you are in danger. Call the fire department from outside (a cellular phone or a neighbor’s phone) once you are safely away from danger.

  • Stay upwind and away from the residence to avoid breathing toxic fumes.
  • Recognize and respond to symptoms of toxic poisoning including:
  • Difficulty breathing
  • Irritation of the eyes, skin, throat, or respiratory tract
  • Changes in skin color
  • Headache or blurred vision
  • Dizziness
  • Clumsiness or lack of coordination
  • Cramps or diarrhea
  • If someone is experiencing toxic poisoning symptoms or has been exposed to a household chemical, call the national poison control center at 1 (800) 222-1222 and find any containers of the substance that are readily available in order to provide requested information.
  • Follow the emergency operator or dispatcher’s first aid instructions carefully. The first aid advice found on containers may be out of date or inappropriate. Do not give anything by mouth unless advised to do so by a medical professional.

After a Household Chemical Emergency

  • Discard clothing that may have been contaminated. Some chemicals may not wash out completely.

Nuclear Power Plants

Nuclear power plants use the heat generated from nuclear fission in a contained environment to convert water to steam, which powers generators to produce electricity. Nuclear power plants operate in most states in the country and produce about 20 percent of the nation’s power. Nearly 3 million Americans live within 10 miles of an operating nuclear power plant.

Although the construction and operation of these facilities are closely monitored and regulated by the Nuclear Regulatory Commission (NRC), accidents are possible. An accident could result in dangerous levels of radiation that could affect the health and safety of the public living near the nuclear power plant.

Local and state governments, federal agencies, and the electric utilities have emergency response plans in the event of a nuclear power plant incident. The plans define two “emergency planning zones.” One zone covers an area within a 10-mile radius of the plant, where it is possible that people could be harmed by direct radiation exposure. The second zone covers a broader area, usually up to a 50-mile radius from the plant, where radioactive materials could contaminate water supplies, food crops and livestock.

The potential danger from an accident at a nuclear power plant is exposure to radiation. This exposure could come from the release of radioactive material from the plant into the environment, usually characterized by a plume (cloud-like formation) of radioactive gases and particles. The major hazards to people in the vicinity of the plume are radiation exposure to the body from the cloud and particles deposited on the ground, inhalation of radioactive materials and ingestion of radioactive materials.

Radioactive materials are composed of atoms that are unstable. An unstable atom gives off its excess energy until it becomes stable. The energy emitted is radiation. Each of us is exposed to radiation daily from natural sources, including the Sun and the Earth. Small traces of radiation are present in food and water. Radiation also is released from man-made sources such as X-ray machines, television sets and microwave ovens. Radiation has a cumulative effect. The longer a person is exposed to radiation, the greater the effect. A high exposure to radiation can cause serious illness or death.

The following are things you can do to protect yourself, your family and your property from the effects of a nuclear power plant emergency:

  • Make a Family Emergency Plan. Your family may not be together when disaster strikes, so it is important to know how you will contact one another, how you will get back together and what you will do in case of an emergency.
    • Plan places where your family will meet, both within and outside of your immediate neighborhood.
    • It may be easier to make a long-distance phone call than to call across town, so an out-of-town contact may be in a better position to communicate among separated family members.
    • You may also want to inquire about emergency plans at places where your family spends time: work, daycare and school. If no plans exist, consider volunteering to help create one.
    • Knowing your community's warning systems and disaster plans, including evacuation routes.
    • Notify caregivers and babysitters about your plan.
    • Make plans for your pets
  • Obtain public emergency information materials from the power company that operates your local nuclear power plant or your local emergency services office. If you live within 10 miles of the power plant, you should receive the materials yearly from the power company or your state or local government.

During a Nuclear Power Plant Emergency

If an accident at a nuclear power plant were to release radiation in your area, local authorities would activate warning sirens or another approved alert method. They also would instruct you through the Emergency Alert System (EAS) on local television and radio stations on how to protect yourself.

  • Follow the EAS instructions carefully.
  • Minimize your exposure by increasing the distance between you and the source of the radiation. This could be evacuation or remaining indoors to minimize exposure.
  • If you are told to evacuate, keep car windows and vents closed; use re-circulating air.
  • If you are advised to remain indoors, turn off the air conditioner, ventilation fans, furnace and other air intakes.
  • Shield yourself by placing heavy, dense material between you and the radiation source. Go to a basement or other underground area, if possible.
  • Do not use the telephone unless absolutely necessary.
  • Stay out of the incident zone. Most radiation loses its strength fairly quickly.

After a Nuclear Power Plant Emergency

The following are guidelines for the period following a nuclear power plant emergency:
